Although creating and editing images is a very commonplace and basic operation, the standard application that Windows offers, MS Paint, isn’t really an all-around solution. Applications like PictBear are designed to offer you a more viable alternative. PictBear is an image editor that everyone can use. Although it offers a large number of functions, it still manages to fit them into a simple user interface, so even people with very little computer experience can quickly get the hang of it.
With PictBear you can edit and create images. Its multi-layer capabilities help simplify things and allow you to add nice-looking effects by merging multiple images. Furthermore, the program provides a wide array of image filters, so that you can get eye-pleasing results with a minimum of effort. I also really like that PictBear includes a lot of handy tools (including the Magic Wand selection tool) and brushes.
The only thing that I don’t like about this program is that it lacks smooth zooming. PictBear only allows you to zoom in and out in set increments, which makes it a bit hard to get the exact view size you're going for. Even more, the program lacks any kind of “fit to page” or “fit to window” feature, so you will have to make do with the zooming function.
In conclusion, PictBear is a versatile application that I can recommend. This program can work with numerous image formats, does its job very well, and is completely free, so it’s surely worth checking out.
